He was born on June 29, 1972 in Eskişehir and grew up there. He started his education in 1989 at the Sociology Department of Istanbul University and completed it at the Theater Department of Hacettepe University Ankara State Conservatory. He worked at the Ankara State Theater between 1995-1997. Tutumluer, who has been working at the Kocaeli City Theater since 1997, took a break as of the 2008-2009 season and currently performs plays at the Talimhane Theater in Istanbul, of which he is one of the founders.

He has been married to Senan Kara, who is also an actor, since 2007 and has a child.
